The Town of Shrewsbury did an ADA evaluation of all of its Municipal and School buildings, open spaces and parks in 2022. It was done by the Institute of Human Design and funded through a Municipal ADA Improvement grant which you can find information about here https://www.mass.gov/municipal-americans-with-disabilities-act-grant Applications open in May and funding plans are a top priority. In Shrewsbury we have 4 supervisors that share an on-call rotation 1 week at a time. So they are on-call every 4 weeks. We have an on-call phone that they can either take home or forward to their own cell number. All of our supervisors do get a phone stipend so typically they just forward their number. They are compensated with 1 hour of straight-time for weekdays and 2 hours of straight-time for weekends and holidays. So 9 hours per week. Our supervisors are not in the union. They are paid with straight time rates so that it can be counted towards their retirement since overtime does not.
Having one phone number simplifies it for police, fire, schools and monitoring service so we are not creating lists or constantly updating who is on call. They may physically respond or call staff to respond, but are expected to manage the issue and call or update the Division Manager as needed.
We have no union staff with on-call responsibilities but they have a three hour minimum if we call them to respond for maintenance, custodial or weather issues.

Use of Video Recorded by Town Surveillance System
The purpose of this policy is to provide guidelines for the use of security cameras on
property owned and/or utilized by the Town of Shrewsbury in a way that enhances security and
aids law enforcement while respecting the privacy expectation of staff and community members.
The administration recognizes and authorizes the use of video surveillance on Town property to
ensure the health, welfare, and safety of all staff and visitors to Town property and to safeguard
Town buildings, grounds, and equipment.
Electronic surveillance is used to deter crime and enforce the Town’s rules and policies,
as well as the laws of the State of Massachusetts and the United States. The administration
recognizes the value of electronic surveillance for monitoring activity on Town property and to
assist Town officials and/or law enforcement with investigating alleged violations of Town
policy or illegal activity. A video recording may be subject to the provisions of the applicable
state and federal laws.
Access to the video surveillance system is limited to designated Town staff involved in
Town security, Department of Public Works management, and other Town personnel as
approved by the Town or their designee.
- Camera Location
The Town Manager or designee will approve appropriate locations for video surveillance.
Electronic surveillance shall be used in areas where there is no reasonable expectation of
privacy. Electronic surveillance shall not be conducted in areas where there is a reasonable

expectation of privacy, such as locker rooms, showers and restrooms. Cameras do not record
audio. Police Department cameras are exempt from this policy.
- Notification
The Town Manager or designee will notify staff and visitors through the Employee
Policy Manual or by other means that video surveillance may occur on Town property.
- Use of Recordings
Video content captured by cameras may be stored electronically and may be used to
identify problematic circumstances, assist with an investigation or prosecution of conduct in
violation of Town policies or illegal activity. If a surveillance camera records unlawful conduct
or conduct in violation of the Town policies for employee or resident conduct, the record shall be
admissible as evidence in any proceeding regarding the discipline of any staff member. Cameras
and images may be accessed and used only by authorized Town personnel and outside entities as
outlined in this policy. Employees and contractors may not use equipment, images and digital
content for any reasons other than those authorized by this policy. Recordings will not be made a
part of an employee’s personnel file under any circumstances.
- Protection and Retention of Camera Recordings
Video image and digital content is stored for periods that are determined based upon the
nature and source of the data. Electronic surveillance records shall be retained by the Town until
re-looped or the expiration of approximately 30 days unless otherwise deemed necessary for
retention by the Town Manager. Data storage periods may be extended in connection with
pending investigations. The Town will comply with all applicable state and federal laws related
to maintenance and retention.

- Access to Electronic Surveillance
Only the Town Manager, Department of Public Works management, and/or law
enforcement have access to the video recording. Under no circumstances will the video recording
be duplicated and/or removed from the premises or shared with parties outside of the Town
unless in accordance with a court order or a valid subpoena.
The Town Manager has permitted access to the video surveillance system to Shrewsbury
Police and Fire Department personnel for safety and security reasons.
- Compliance and Exceptions
It shall be the responsibility of the Town administration to see that records related to the
use of security cameras and recordings from security cameras are sufficient to demonstrate
compliance with this policy. Uses of security cameras beyond those described in this policy shall
be governed by applicable Town policies and procedures. The district will comply with all

September 16, 2022 at 10:54 am #40559Shrewsbury has had a “House Doctor” designer contract in place for 6-8 years now and works out great for small projects such as office renovations, but we have also used it for roofing and HVAC design. We have done it for three year terms. I have shared our procurement documents for this service with Rob if anyone else is interested just shoot me an email and I would be glad to forward them over.

Public Buildings Division Manager has three Assistant DMs (Custodial, Maintenance and High School Plant Manager and a One Night Supervisor for Contracted Cleaners
The Division union staff includes 5 Maintenance staff and 14 Custodians and we manage both Town and School buildings.
The Entire staff works for the Municipal side of the Town. We are responsible for all cleaning, maintenance, utilities and capital improvements of all buildings. Simply put if it is attached it is our responsibility.
The School Department budget is responsible for School operations, consumables, furniture related to operations, kitchen equipment and security.
We collaborate very well with them and do assist them with a lot of school related work. They do not have any maintenance or custodial staff.

In Shrewsbury we have two sets of Level 2 EV chargers that were installed as part of our new elementary school project. We also have a muni light department and our electric rate is about $.11 per kwh. It does not change per season and we do not have demand fees. These are also using building power to run and do not have separate meters. These are Chargepoint EV chargers also. We have the rates set at $.15kwh except between 5-9pm when it is $.20 cents per kwh. We also charge $.75 per hour for any charger use over two hours. This is not intended as a money maker it is just to offset the electric usage and future maintenance contracts. Chargepoint offers the ability to change rates easily as needed, which I am sure other applications do also. The higher rate between 5-9pm is at the request of our muni-light since that is peak demand time for the grid and it is supposed to discourage usage. It is still a very low rate.

March 12, 2021 at 9:41 am #38870Here in Shrewsbury we have Siemans Niagra, Metysys, Allerton, Trane Tracer and Johnson Facility Explorer. The Johnson FX is by far our preferred system, it is open protocol which allows for many contractors to work on it, super user friendly and gives us full control. We currently use Advantage Power and Control out of Westborough who have built new systems in a few of our buildings. Our Metysys systems are older revs so we are replacing them with the FX. We have two buildings with Seimans Niagra, which work well and are user friendly but are proprietary, and we use Stellar, who have been pretty responsive and have a great tech that handles these buildings. We have the Trane Tracer in a portion of our Town Hall, it is pretty good, but not super user friendly, and is proprietary of course. The plan is to add this part of the building to the Johnson FX BMS that runs the rest of it. We have a service contract with Trane, which helps their responsiveness, but is pricey. We have an 9 year old building with an Allerton Compass system, and it is not user friendly at all, it is proprietary and super limited for diagnostics. We use ABS, and have a service contract with them. They are ok, but we will ultimately move this to the FX. The IT department created a server for our BMS systems so we can see them all in one location remotely as we upgrade to the FX. We have a ways to go but we are making a lot of great progress.

March 18, 2020 at 11:18 am #36805We are excluding all non-employees from all of our buildings both Town and School including delivery people. We have ceased any work by vendors that require building entry unless it is life safety related such as Fire alarm or sprinklers. Our contracted cleaners are the only vendors we are allowing inside buildings at this time, and that is only at night off-hours when our staff is not there. We are currently evaluating the level of service we will require after this week.

November 8, 2019 at 11:37 am #36364Our police station and three fire stations have emergency generators, and one of our middle schools does also since it is a shelter. Our Town Hall, High School, smaller middle school, library , DPW buildings and one of our elementary schools have standby units. Our remaining three elementary schools and Senior Center do not have generators.
